Along with China’s aging population becoming more and more serious, how to meet the welfare needs of the elderly has becoming an urgent problem to be solved. In particular, the welfare needs of the rural elderly that accounting for a relatively large proportion of the aging, is one of the important issues that we have to face. However, due to China’s long-standing urban-rural dual economic and social structure, we pay attention to the construction of urban social welfare, either in theory or in practice, ignoring the welfare needs of the rural elderly, their welfare needs have long been marginalized. This phenomenon has a bad effect on the process of the urban and rural integration. Now, our countryside is in a critical period of the economic reform, promoting the further development of the rural elderly welfare system, meeting the welfare needs of the rural elderly are key initiatives to maintain social stability, promote the construction of rural harmonious society and new rural.The research is divided into the following sections: First of all, the development of each reality has its Ins and outs, therefore, firstly, the study carding the formation and the development of rural elderly social welfare from a historical perspective. Dig valuable experience and resources from each historical period that had retained.Then proposing the new requirements and the objectives framework of the rural elderly welfare’s development in the new period. Secondly, using the theory of national perspective and local knowledge to carding the implement of the rural elderly social welfare system from the central to local.We founded the central government and the local government did not form two-way interaction and feedback in the implementing of the policy, so there are some loopholes in the implementation. Thirdly, choose a county in central region as a case, select the appropriate methods to investigate the situation of rural elderly social welfare. Then using Amartya Sen’s feasible capacity analysis method describe each sub-dimensions of the rural elderly welfare, hope have a comprehensive understanding of the rural elderly social welfare. Fourthly, on the basis of the survey data, using the fuzzy theory to analyze the rural elderly social welfare, check the circumstances of the elderly welfare in rural areas. Then in the principal component analysis, analyze the related factors that factors affecting the rural elderly welfare. Finally, on the basis of these studies, the author put forward that in order to develop the rural social welfare in central region, we should use the existing resources fully, on the other hand, we should explore the new path of the rural elderly social welfare actively. In order to achieve the goal, the author some specific path as followings: ensure the relevance of policy, revitalize the "grassroots” pension model in rural, enhance the welfare services ability of the grass-roots government, promote the modernity of the traditional culture and so on.This paper make Suixian Country as a case study, based on data analysis, combining with the needs of the rural elderly welfare interview survey, It reveals that there are many problems in Family, government, rural communities and the elderly in the construction process of the rural elderly welfare in the central region,not only in philosophy but also practice. Then the author proposed concrete ways focusing on strengthening scientific design policies and supply capacity of grass-roots government in the rural areas.
