The Study Of The Plight And Countermeasures Of Home Care For The Disabled Elderly In Rural Areas

With the increasing process of aging population and oldest-old,the scale of China's disabled elderly population gradually expanded.Disability and half disabled elderly are more than 40 million since 2015,62.38% of them come from rural areas.The oldest disabled elderly population in rural areas is the most vulnerable in the elderly population,they are in urgent need of long-term caring services.There are three model about caring for the disabled elderly,including family care,community care and Home care.Because the family pension function is weakening and social security system and infrastructure construction are lagging behind in rural areas,Home care has become the best choice to solve the problem of nursing care for the elderly in rural areas,the elderly live at home and enjoy the care services provided by the community.However,socialized home care services develops slowly in rural areas.The quantity and quality of care services can't meet the needs of the elderly disabled elderly,the elderly live at home but can't get community care.The 18 th cpc national congress put forward "to achieve the goal of building a well-off society in an all-round way in 2020,in order to achieve the overall improvement of people's living standards in the field of social life.Whether the care needs of the elderly in the rural areas can be met will affect the old age happiness and the stability of family and society.This study attempts to analyze the plight of home care services for the disabled elderly in rural areas.The study is based on social capital theory,trying to use the three levels of social capital theory to explore the reasons which caused the plight of home care for the disabled elderly in rural areas.It found that the quality and level of family care received by the elderly in the rural areas is not very well and the plight of home care services for the disabled elderly in rural areas including financial support difficulties,life care difficulties,medical care difficulties and psychiatric difficulties.Reduction of disabled elderly's social capital causes the plight: the decline of bonding social capital,the lack of bridging social capital and the absence of linking social capital.This study introduces the development of some foreign countries to summarize the useful experience in promoting the disabled elderly home care.We should strengthen the family care function and improve the family support system to enhance the bonding social capital.We can carry out the Neighborhood Assistance Program and promote rural home care volunteer service to aggregate the bridging social capital.We should strengthen the basic guarantee for the elderly in rural areas and integrate rural community resources to promote the linking social capital.Relieve the plight of rural elderly disabled elderly home care So that elderly people in rural areas can enjoy a better home care services and smoothly passed their old age.
