At present, China’s economic and social development has entered a new normal.Whether we can adapt to the new requirements under the new normal, and remain invincible in the new round of international competition depends on the healthy growth of outstanding young cadres in the final analysis. Transferring outstanding college graduates to work in the grassroots is an important way to select and bring up outstanding young cadres, and is also an important guarantee to maintain the vitality and dynamism of cadres. In 1965, "consultation report on allocating a number of higher arts graduates to work in grass-roots units below the county" by Comrade Liu Shaoqi is forwarded by Chinese party central committee, marking the start of transferring students to work. During the Cultural Revolution, the work had been interrupted. The project of Transferring selected students to work after the reform and opening up began in 1980.Looking back, the project of transferring students to work has passed exactly half a century. After 50 years of development, this cadre training system has become more and more mature, which has supplied a large number of young cadres and talented persons,consolidated the basis of grass-roots leading cadres, and enhanced the vitality of grassroots cadres. But there still exists several problems which need to be solved, such as the low level of attention of the local, the low work enthusiasm of selected graduates,the long period of growth cycle, the low talent rate, and so on. Selected graduates can grow healthy in the grass-roots, obtain the very good exercise and become excellent reserve forces of the Party and the country on the condition that these problems are solved. This paper will start from the actual situation of transferring students to work in Jiyang county,investigate and make research on the selection and use of Jiyang selected graduates, diagnoses existing problems in the cultivation and employment of selected graduates,and finally put forward proposal on bettering the project of cultivation and employment. This paper briefly introduces the background and significance of topics,summarizes the related research, determines the study thinking and method, and lists the innovation points and difficulty in the introduction. Then it defines related conceptionand raises the theory basis and realistic basis.Next, it collects original date by questionnaire survey and individual interview, dissects existing problems in the process of cultivating and employing selected graduates on the basis of questionnaire’s result and feedback information, and eventually poses suggestions for bettering this work based on the actual condition of Jiyang county.
