Research On Mechanism Of China’s Public Service Supply

Meeting the public demand through supply of public services is an important aspect of modern governance. With the transition of China from a traditional society to a modern society, public service provision by a government monopoly is not well adapted to the needs of economic and social development which causes the difficulty to meet the growing public demand. There is an urgent need to reform and improve the supply mechanism, and to improve the supply capacity level. In the 1970s, the western countries set off a New Public Management Movement by adjusting government function and remodeling of public service provision model, bringing the theoretical basis and practical experience for the reform of public service supply mechanisms. With the growth of China’s internal market forces, social organizations and the rise of civil power, it has brought a realistic basis for the government to seek partners to change the supply mechanisms. Since 2000, China’s mechanism of public services supply has begun its diversified exploration. A mechanism for government procurement of services, venture philanthropy mechanisms, public-private-partnership mode has established. By recycling and innovative supply mechanism through the market and social way, the mode which government is as a single subject of public service supply has broken while multi-level and diversified public service delivery system has been initially established. The public service supply mechanism will usher in a profound change.This article will divide the public service supply mechanism into four main subjects, including government agencies, market profit organizations, social organizations and the public, which containing operational mechanism decision-making mechanism, the production mechanism and evaluation mechanism three levels. From the main structure and operational mechanism, elaborates the relationship between each of the main characteristics and applicability select each subject, as well as constituting three operational mechanism for public services supply mechanism configured for analysis. On this basis, expand empirical research system. By reviewing the evolution of the public service supply mechanism since the reform and opening up, the stage is divided into four stages, including a government monopoly supply mechanism, the mechanism inducing the market and social forces, the government-led mechanism, as well as a main multivariate public service supply stage. Based on historical perspective, further summarizes the main issues of the public service supply mechanism, including the deviation from the supply target, the loss function of main roles, the inadequate supply of ancillary mechanisms and so on. In this context, taking Nanjing as an example, analyzes the constitution of urban public services supply mechanism, including government public services directly supply mechanism, government procurement of services mechanism, the mechanism aspect venture philanthropy, volunteer service mechanism. Summarize the supply of public service experience in Nanjing aspects of practice. Based on the Nanjing service supply experiences and practices, the article carries out evaluation on Nanjing supply mechanism. Facts proved that mechanism goes well on supply efficiency, demand response and social resource integration, but there are still some problems, such as supply and demand match is not enough, lack of government-led, social participation shortage.Based on the supply mechanism of public service from the historical perspective to the practice field, from the general to the specific analysis, the article offer some proposals on the development of the public service supply mechanism. Firstly, remodel the values. Secondly, reform on the direction of supply-side and demand-oriented. Thirdly, focus on improving multi-pluralistic governance mechanisms, integrating aspects of public service delivery mechanisms and building public-oriented decision-making and evaluation mechanisms.
