Research On The Governance Capacity Modernization Of Local Government In Anhui Province

The integration of globalization,and the update of information technology have brought about a lot of prominent social problems, the unbalanced allocation of resources, the growing gap between rich and poor,and many other issues are increasingly appeared, the conventional government pattern is "domination and control" which has been far from meeting the needs, governments need to find new forms of governance in order to resolve conflicts and enhance the welfare of the people.As far as China is concerned, it is also in the critical period of economic reform and social transformation, facing with the situations such as expansion of the agencies, prevalence of corruption, frequent public crisis and prominent social contradictions, which is a big challenge about the government. In the third Plenary Session of the 18th CPC Central Committee, put forward the proposition of "advancing the modernization of national governance system and governance capacity", which with higher requirements for the government to improve its governance capacity, The local government as an important part of state power, which is the leader and manager to local politics, economy and culture, the level of its governance capacity and affect the development of local and the whole society. To study the modernization of the governance capability of the local government is not only the need to solve the practical problems, but also to respond the strategic goal of the country, it is of great theoretical and practical significance to build a harmonious society, realize the transparent government, clean and honest government, responsible government.Taking the local government of Anhui Province as an example, this paper analyzes the current situation of the modernization of governance capacity of local government in Anhui province and the difficulties encountered, it aims to put forward some appropriate countermeasures providing operational advice and reference for the future of local governance in Anhui province and even nationwide.The related methodology includes literature method, case studies and comparative analysis. First of all, this paper briefly introduced the background, significance and content of the research, reviewed the domestic and foreign research results, defined and explained the related concepts, which provides the theoretical basis and the basis for the evaluation. Secondly, by collecting of relevant data and information, summarized the current situation of the governance capacity modernization of local government in Anhui Province, that is, a series of achievements, and analyzed the dilemma encountered in the process of governance modernization, that is, the executive capacities of government policy are not enough, the abilities of providing public services are clearly insufficient, the transparency and credibility of government need to be imroved, the response capacities of public crisis need to be improved, the whole qualities of the civil servants need to be strengthened and so on. Third, it summarized the practical experiences and innovative measures of the governance capacity modernization at home and abroad, which provides the beneficial reference for the future of the governance in Anhui province. Fourth, for the plight of the governance capacity modernization, combined with the experience at home and abroad, put forward specific measures to enhance the governance capacity of all aspects to achieve the modernization of governance.
