As the People’s Organization and trade association under the leadership of the Communist Party of China, CD Federation of Industry and Commerce has always been consistent in serving non-public sector of the economy in the city, and has achieved fruitful results and full affirmation by the society in the course of 60 years. However, with the rapid development of the times and the profound changes of the environment in recent years, a growing number of new problems and challenges have emerged. In the field of organizational culture, functions and performance of organizations are regrettably restricted by some of the long-standing situations and problems. Therefore, it is of great significance and value to diagnose, analyze, and solve the existing problems so as to improve the organizational performance of CD Federation of Industry and Commerce.This paper has diagnosed and analyzed the characteristics and problems of the organizational culture of CD Federation of Industry and Commerce by ways of literature research, questionnaire and quantitative analysis, and has proposed the corresponding countermeasures and suggestions to improve it. The innovation of this paper concerns its research on organizational culture of the intermediate organization like federation of industry and commerce with Chinese characteristics, dual features of both administrative and economic organization. Until now, there have been barely precedent studies on this issue, and no published articles or discussions are found.Firstly, this paper has provided a literature review regarding studies on organizational culture home and abroad, and has introduced the relevant background of this research including the organizational functions, structures, systems, values and performance indicators of CD Federation of Industry and Commerce. Then it has diagnosed and analyzed the organizational culture of CD Federation of Industry and Commerce based on the Denison Organizational Culture Model. And the following characteristics and problems have been found: a lack of overall strength, relatively outstanding consistency, relatively weak adaptability, mediocrity mission and involvement, a tendency to internal focus and stability, and a "weak-point" group. After that, it has explored the causes of the characteristics and problems mentioned above from the aspects of the commonality of the administrative organizational culture, the duality of the organizational culture of the Federation of Industry and Commerce, the permeability of the regional culture, the initiative of CD Federation of Industry and Commerce, and the differences of the employee groups. Finally it has put forward countermeasures and suggestions as follows: to establish and improve the institutions and mechanisms of the organizational culture, to create a strong and positive organizational culture, to build a learning and service organization, to advance the information construction of the organization, and to start the change from the leaders of the organization.
