Research On Construction Of County-level Federation Of Industry And Commerce Of Jiangxi Province

Organizational construction of the Federation of Industry and Commerce primarily indicated its roles as to make leadership system, organizational model and operating mechanism of Federation of Industry and Commerce to fit for both links between CPC/goverment and non-state-operated economic forces as well as assistant requirements of non-state-operated economic administered by the goverment through strengthening the organizational construction considering aspects as developing role of Federation of Industry and Commerce, innovating organization design, strengthening organiztional leadership, improving HR management(HRM), perfecting organization structure, promoting organization operation and guarantee system, etc.In recent years, The Federation of Industry and Commerce unite with most non-public enterprises in concentrating on the center economic task and serving the overall situation. It plays a positive role in promoting sound and rapid economic and social development and gets much approval by the party committee and government. However, on general, non-public-owned economy has not been put in an important position for a long term, and the development is limited. As a result, the job of Federation of Industry and Commerce is not sufficient. Especially for the county-level Federation of Industry and Commerce, as a grass-roots organization, is not valued by the party committee and government. Now the organization is paralysis or half-paralysis and becoming more and more marginal with low efficiency, poor service and weak influence. With the transformation of government functions and development of region economy, it becomes a common understanding to strengthen the construction of County Federation of Industry and Commerce and improve service to non-public economic development. All in all, it is most urgent to strengthen the organization construction work.Taking the organizational construction of county-level Federation of Industry and Commerce as research object and adopting methods such as comprehensive analysis,Comparison and inductionthis and empirical analysis, this paper studies on the organizational operating mode of county-level Federation of Industry and Commerce, probes into the current situation and problems of county-level Federation of Industry and Commerce in Jiangxi Province,takes in experience from Chambers of Commerce and Federation of Industry and Commerce home and abroad. In order to strengthen the county-level organizational construction of Federation of Industry and Commerce in Jiangxi Province, some measures are put forward here such as innovating organiztional design, strengthening organiztional leadership improving organizational functions and HR management, promoting construction of grassroots Chamber of Commerce, optimizing membership structure, expanding organizational functions, perfecting organizational operating mechanism.
