| The rapid development of highway provides great convenience to transportation and people’s daily life, but it brings the problems of traffic accidents and traffic jams. Advanced highway emergency management system can endure effective and rapid response to traffic accidents. As traffic accidents happen highly frequently in China, optimization of highway emergency management system is of great practical significance.In this paper, organizational structures and rescue procedures of accident emergency management system in China are introduced, the present condition of emergency management system in China and other countries are studied, and improvements to the deficiencies of emergency management system in China are proposed. In the improved system, each patrol vehicle is a small emergency response system. Patrol vehicles will clean up events according to the mode:first come, first handle.This paper brings forth new ideas to patrol models on the basis of previous studies and the optimized police patrol mode. We establish a model that covers highway accident black spot and which optimizes facility location and routing problems, aiming to minimize costs. A case study is presented in this paper, comparing the respective results and advantages of the p-center model and the model proposed in this paper.Based on the study of emergency location and route optimization, we consider allocation of vehicles and the frequency of accidents, and establish a model about facility selection, route optimization and vehicle allocation. The objective of the model is to minimize the maximum response time of all patrol paths, and then establish a dual target model to optimize response time and costs simultaneously.The thesis adopts the main objective function method to process dual-objective model, and improves the PSO algorithm to accommodate the establishment models and scenarios. We resort to the improved PSO algorithm and come up with the patrol vehicle single target model and dual-objective model, compare the data before and after optimization, and analyze the applicable conditions of the two models.This paper establishes a model to evaluate the effectiveness of patrol systems, including the assessment methods of response time of patrol vehicles and measuring methods of effectiveness of patrol systems. This model provides a theoretical basis and calculation foundation for the economic benefits of the system. |
