The judge incentive mechanism is the subject of the judicial reform. From the perspective of Maslow’s theory of hierarchy of needs, the basic level of the low level needs of judges is urgent, not effectively meet. In this paper, through the (empirical investigation) to explore the causes, combined with Maslow’s demand for five levels of theory, explore the establishment of professional characteristics of the basic level judges, the incentive mechanism, called to respond to the legitimate professional needs of judges, to encourage grassroots judges to focus on the cause, with a view to throw the brick to lead the reform of the practice of benefit. This article is divided into four chapters.The first chapter is to introduce the professional characteristics of judges, the paper expounds the professional expectation of judges in all walks of life and the current judicial reform.The second chapter is the investigation of the current situation of the professional needs of the judges. First, the demand level theory is summarized, the connotation of the incentive mechanism, and then to the basic level judges professional demand sampling survey and analysis, the basic needs of the judge’s physiological, safety and other basic needs are not met, the dominant in the demand level.The third chapter is the analysis of the causes of the professional needs of the grassroots judges and the analysis of the occupational dilemma. After analysis, there are some problems, such as the role conflict and dislocation of the judges, the complex job tasks, the prominent occupational risk, and the protection of the security.The fourth chapter is the discussion of the approach, explore the establishment of the professional characteristics of the judges of the professional incentive mechanism. According to Maslow’s theory of hierarchy of needs, the first priority is to meet the minimum requirements, eliminate the judge’s worries, improve the professional honor, reshape the core status of judges, and realize the ideal value of the judges.
