The Analysis Of Grass-roots Prosecutors’ Professional Ethics

The grass-roots prosecutors are regard as the main force of national procuratorial organs at the grass-roots level and the main body of the national legal supervision responsibilities performing with the law, their number is more than 70% of the total number of Prosecutors and their professional morality level determines the level of law enforcement and public trust, affecting the stability and development of the whole society. At the national grassroots procuratorate construction work conference, the procurator-general of the Supreme People’s Procuratorate Jian-ming Cao pointed out that the prosecutors should have good moral character and noble moral sentiment, to ensure the fair enforcement, safeguard social fairness and justice and national law dignity matters. Therefore, the grass-roots prosecutors with noble professional ethics is very important for maintaining the harmony of our grass-roots society and the whole society.The paper based on the grass-roots prosecutors’ ethics as the research object, taking the theory of political education system as the theory to analysis the problems in the paper. The relevant analysis were divided into the following four parts.The first part is the summary of grass-roots prosecutors’ professional ethics. In this section, two concepts that the grass-roots and the prosecutor were explained firstly. Combining with the existing results of the grass-roots prosecutors’ professional ethics the paper defined the meaning of the grassroots prosecutors professional ethics and found four particularity aspects combined with other prosecutors professional ethics. Finally, the paper analyzes the significance of prosecutors professional ethics construction.The second part is the basic theory. This part were divided into four parts.Firstly, the classic the theory of marxism about moral construction were introduced. Secondly, The though of Marxist scholars that including xiaoping Deng, zemin Jiang and jintao Hu were made clear. The third part explained the theory of Chinese scholars about moral education. In the last part the foreign theory of professional ethics were introduced.The third part mainly analyzed the problems and the reasons for the problems in the construction of the current grassroots prosecutors professional ethics. Nowadays, the construction of grassroots prosecutors’ professional ethics have made great progress in field of fair, work style,training professional and the professional aspects. But there is a big problem in the construction of grass-roots prosecutors’ professional ethics. Namely, the low level of professional ethics, the agent of grass-roots people’s procuratorate do not take the professional ethics construction seriously,the effect of education grass-roots prosecutors’ professional ethics is poor, the education professional ethics effect is not outstanding.The reason that leading problems are, moral education system, the system of construction, grassroots attorney self-consciousness and national legislation.The fourth part is the countermeasures of the essay. This part is mainly aimed at solving the existing problems in the grassroots prosecutors professional ethics. The theory of ideological and political education is the theoretical basis of this part. These countermeasures included four aspects that are creating scientific and reasonable system of grassroots prosecutors professional ethics education, improve grassroots attorney professional construction system,improve the moral culture of the grassroots attorney personal and national legislation from.Through these countermeasures to provide some useful reference for the construction of prosecutors professional ethics.
