Study On Grass-Roots Legal Service Workers’ Professional Ethics Construction

At present, the public opinions about the Grass-Roots Legal Service Workers(GRLSWs) are controversial. Today, the overwhelming attitude toward the GRLSWs isthat let the GRLSWs withdraw from cities and litigations. But, the GRLSWs have notdisappeared from our view.Although the current quantity and quality of lawyers and law firms than twentyyears ago has been greatly developed, but in the vast rural areas, the huge demand of theconsumers of legal services and legal supply of a serious shortage, still provide a rich soilfor the survival of the GRLSWs. Moreover, in the case of the fast-paced market economy,with the judicial fairness, litigation costs also the goals and values of the litigation. Inaddition to the fear of injustice, the litigant also afraid of litigation costs is too high. Thecontrast of the legal needs of low-income groups, low-income micro-property cases andthe lawyer service high-cost, also rich the GRLSWs’ living soil. Therefore, combine withthe situation of our country, the human resources of primary law and the demand forlegal services in the masses, I believe, appropriately to maintain the number of GRLSWs,and over a longer period to allow its existence is necessary and feasible.Language often contains the realistic knowledge of things, The thesis analyzes sdifferent names of the GRLSWs which called by publics and government, then comparethe similarities and differences with the lawyers，defined the concept of grass-roots legalworkers in this article。This approach is convenient for us to understand the functions andthe actual roles of the GRLSWs. The confusing name reflected the GRLSWs’ positionand role actuality. The thesis summarizes the GRLSWs’ occupational ethics. Studyingfrom the basic connotation of GRLSWs’ occupational ethics，author analysis thedefinition and elements of GRLSWs’ occupational ethics and put forward three valuesorientation of GRLSWs’ occupational ethics，then combine with the background of thenew rural construction, analysis of the embarrassing status of the GRLSWs, put forwardof the necessity for strengthening GRLSWs’ professional ethics; Secondly, with thespecific surveys, for the main problems in the ethics of the GRLSWs, analysis and studyof the own objective factors the GRLSWs and the objective factors；finally, mutatismutandis to the construction of lawyers’ professional ethics, put forward the resolve pathof GRLSWs’ ethical issues，improve their professional and ethical standards to "Niche tosurvive" and better services for the new rural construction.
