The Study Of The Problems And Countermeasures Of Rural Community Construction In Jiaocheng District Of Ningde City

Currently, resolving issues relating to agriculture, rural areas and farmers remains a constraint for the development of modern historical topics. Report to the Eighteenth National Congress of the Communist Party of China pointed out that "Integrating urban and rural development provides the fundamental solution to the problem of agriculture, rural areas and farmers".General Office of the CPC Central Committee and General Office of the State Council issued "About deepening the rural community construction pilot guidance" notice, it pointed out that strengthening the construction of rural communities, would be lay a solid foundation for the happy life of farmers, agricultural sustainable development, rural harmonious and stable. General office of Fujian Provincial Committee of the CPC and General Office of Fujian Provincial People’s Government issued the implementation opinions about deepening the rural community construction, which pointed the working goals of the rural community construction. Therefore, the research of rural community construction in the process of integration of urban and rural development would be promote to realize rural infrastructure, community service, cultural construction with the synchronous development of cities, to let the rural masses equal to participate in the modernization process and enjoy the achievement of modernization, so as to solve the agriculture, rural areas and farmers issues.By studying literature method, empirical method and other research methods, combined with field visits and other forms, to investigate infrastructure, public services, cultural construction, Villagers participate in aspects and so on in Jiaocheng district, and introduce the concrete practice of the current rural community construction. According to survey results and the present situation of rural community construction, to summarize the problems of rural community construction in Jiaocheng district, such as the level of infrastructure construction is not balanced, community lacks of autonomy, the supply and demand of service content has the deviation, structure of talents is not reasonable, the participant degree of community self-building is low and culture construction lag. In addition, through further investigation to analyze the causes of these problems, in order to solve the current problems in rural community building process.Finally, combined with the practical difficulties of construction and development of rural communities, some useful suggestions are shown in this paper as follows:to integrate of all resources, broaden the channels of funding sources; to clarify the function of the government and improve the community management system; to improve the level of community public services guided by the demands of residents; to improve the working mechanism and the comprehensive quality of community workers; to strengthen the publicity education and establish a multi participation mechanism; to enhance the degree of attention and strengthen the construction of community culture.
