| In recent years,the process of urbanization has been rapid and the urbanization level hasbeen significantly improved. But various problems also arouse. For example, urban-rural dualstructure has been increasingly unbalanced,the gap between urban and rural development hasbeen wider. As cities have priority to get social resources, rural areas will never be equal withcities. Then there’re many problems in society, economic, education,medical service, housing,environment and so on. This urban-rural imbalance severely restricts our country’s coordinatedand sustainable economic and social development. Based on the issues above, new outlet isurgently needed to realize the coordinated development of urban and rural areas. This paperconsiders it needs to change the traditional way of urbanization development, and take newurbanization concept as a guide and new rural community construction as a method, improverural infrastructure utilities and peasants’ life qualities to realize urban and rural areas’ equalrights to get public resources and finally achieve urban-rural integration.This paper research on the urbanization and new urbanization, and defines community, ruralcommunity and new rural community. This paper analyzes the present situation and the problemsof Chang’an District’s new rural community construction. Then through studying on domesticand international theories of New Urbanism and urban-rural integration, comparing domestic andinternational practical experiences of new rural community construction, this paper tries to givesome constructive suggestions to solve the problems and to promote Chang’an District’surban-rural integration development.After the analysis, this article gave the suggestions as follows. First, insist on the concept ofNew Urbanization. Second, correctly position the government functions, strengthen the publicity,financial support and legislation safeguard. Third, promote the programme of new ruralcommunity’s implementation. Fourth, respect peasants’ wish, ensure peasants’ central position.Fifth, protect peasants’ benefit. Sixth, strengthen rural areas’ infrastructure, create livableenvironment. Seventh, realize agricultural sustainable development, truly solve the problem ofthree rural issues. |
