Study On New Rural Community Construction At Liangzhou District Of Wuwei, Gansu

With the rapid development in recent years, the social economy, living standard and life quality of rural residents have been greatly improved. Thus, how to further improve rural residents’ living conditions and facilities is now the key to help solve the "three dimensional rural issues". New rural community construction is a comprehensive practice in rural land utilization and housing development, which re-integrates rural land, village space, surplus labour and social finance etc. This will help use the land resources more efficiently and promote the development of regionally dominated industries, enhancing agricultural modernization. So, new rural community construction is now carried out across the country through different ways. Supported by a variety of policies, various construction models are explored, which actively promotes the construction of new rural communities. With the emergence of typical constructions and successful models, more diverse and multivariate models have been established, i.e. voluntarily organized by the villages,driven by enterprises and immigrant relocation, and built by villages. Some successful experiences have been accumulated. However, there were still a lot of contradictions and problems to be solved. In this study, surveys were conducted at Liangzhou district in Wuwei city, Gausu province to investigate new rural community construction. This paper reported the status of new rural community construction at this district, summarizing the achievements and successful experience during the process, and the problems and targeted ideas for solving these problems.There has been great achievement and breakthrough in the construction at Liangzhou district through the transformation of old villages, village merge, industry driver, village plus enterprises building, shared services and overall relocation.From 2011 to the October of 2014, totally 73 new rural communities have been constructed in 37 villages and towns within the district with 34,365 new farm houses built.Further analyzing four typical cases concerning new rural community construction in Jinyang town and other rural communities, we found various problems during the constructing process.The overall plan of construction still fell behind. The thoughts for buying new house of the farmers was not plenty enough. There lacked construction funding and the managements of construction were inadequate. Additionally, community services lagged behind and constructionsupervision was not in place. These issues seriously affected the further development of new rural community construction in Wuwei city.In consideration of the construction at Liangzhou district in the near future, we proposed some solutions for improvement the construction. Firstly, the diversified investment mechanism guided mainly by government investment is set up to solve the problems of the farmers lack of investment.actively collect financial supports from multi-party to solve the funding lag during the new rural community construction. Secondly, improve the community facilities to meet the basic production and living conditions of farmers. Thirdly, look for new ideas and explore new mechanism of community service management.
