As an open area with massive concentration of floating population, the railway station is more likely to be a target of terrorist attack. Serving as a major force to ensure security for railway station, the railway police station is also responsible for undertaking arduous prevent-terrorism tasks in addition to its routine work. The professional prevent-terrorism work calls for higher knowledge requirement for police station whose experience is deficient in dealing with emergency. The major way of solving such problem is to properly allocate limited police force, set up targeted system for prevent-terrorism response, spur collaborating units’ initiative in joining prevent-terrorism efforts, and to effectively mobilize the masses.In order to effectively cope with terrorist violence targeted to railway station, railway police have made unswerving efforts to establish different mechanisms and innovative approaches. These new moves, in some way, have enhanced their capability of handling violent terrorist attack. Yet on the whole, the approach adopted by the railway police is simply focused on the increase of police force. The comprehensive training for all policemen is neglected. And there are also other problems reflected in joint prevent-terrorism efforts, for instance, its attention is just paid to the allocation of more police force in one area, prevent-terrorism drill fails to be conducted in a regular and comprehensive manner and the collaboration system ensuring long intensive prevent-terrorism work is not established. Thus, the problem of how to use existing prevent-terrorism police force to improve emergency response has yet to be completely solved.Taking the prevent-terrorism work of Shenyang railway police station as an example, the paper has uncovered existing problems by conducting an analysis on the prevent-terrorism measures taken by railway police station. It is aimed to establish emergency response system applicable to actual prevent-terrorism work of railway police station based on the characteristics of China railway transportation and existing domestic and western prevent-terrorism experience together with the application of governance theory and emergency management knowledge, so as to offer constructive suggestions to Shenyang railway police station for their effective prevent-terrorism work.
