Construction Of Rural Basic Public Service System Based On The Wishes Of Famers

The overall level and quality of public services in rural areas is limited by the differences in economic development and urban-rural dual social structure, prolonged lower than in urban areas. With continuous innovation in public management theory, the public will at this stage has become an important criterion, is effectively applied to the basic public service system for measuring and evaluating them. Rural Basic Public Service System is a continuous and long-term process, especially in some underdeveloped areas, there are many constraints exist in building the basic public service system, it can not meet the actual needs of rural residents. Combined with the development of the principles of equalization of public services, according to the actual investigation,information and data that can effectively analyze the current willingness of farmers in basic public services, combined with the wishes of the situation, to enhance public services in rural areas to build level, and gradually form a system, focus on compulsory education, public health, social security, cultural entertainment, labor skills training, in order to enhance the practical function of the public services, improve satisfaction of rural residents, and enhance the intrinsic value of public services in rural areas, reflecting fundamental value of public service.In this paper, based on the theory, the body part is divided into three parts, the main contents are as follows:The first chapter is the theory, including an overview of basic public service system in rural areas, as well as the theoretical basis of this study, there are new public service theory, the theory of government functions, the theory of economic and social restructuring, demand and supply theory.The second chapter is the research design and analysis of survey results, including the process of sample characteristics, analytical framework, data sources and research, and then from compulsory education, health care, social security, culture and workforce training in five aspects to analyze farmers Desire, finally explore restrict basic public service system in rural areas of factors.The third chapter is based on the constraints to the corresponding previous chapter proposed recommendations put forward to build rural basic public service system. Finally draw relevant conclusions, summarized this study emphasizes the importance and significance of constructing rural basic public service system.
