Research On Evaluation Of Basic Public Services From The Perspective Of New Urbanization

The report of the 16 th National Congress of the Communist Party of China in 2002 put forward for the first time the "take the path of urbanization with Chinese characteristics".This is an important symbol of China's entry into new urbanization through traditional urbanization.After the official public service was formally proposed at the Sixth Plenary Session of the 16 th CPC Central Committee in 2006,it began to assume the important task of promoting social fairness and justice and protecting people's livelihood.This task has also become one of the key contents of the central economic work after 2010.In 2016,the "State Council's Opinions on Promoting New-type Urbanization Construction" pointed out that new urbanization does not simply aim at economic development,but integrates the five major development concepts of innovation,coordination,green,openness,and sharing into promoting the basic public service level.The important connotation,adhere to the "human urbanization" as the core,to improve quality as the key,so that urban and rural residents can enjoy the same results of reform and development.Since the level of people's living standards is mainly reflected in the level of basic public services,the key to the "improvement of quality" proposed by the new type of urbanization is to inherently include the concept of improving the level of basic public services.Aiming at the current situation and problems of the basic public service system in Guangdong Province,study how to improve the basic public service level to adapt to the development of new urbanization.This article comprehensively uses qualitative research methods and quantitative research methods,and uses literature research methods and deductive induction methods to construct the basic public service evaluation index system in each region of Guangdong Province.The statistical correlation analysis method and principal component analysis method are used to screen suitable evaluations.Indicators and determine indicator weights.Next,we use the data from various regions of Guangdong Province to test and use the indicator system,and finally put forward targeted recommendations on the basis of pointing out the problems.This study finds that: the annual changes in the level of basic public services inGuangdong Province tend to be stable,showing a trend of steady increase in general;the basic public services in all regions are clearly stratified,with a ladder-like distribution;the basic public services in the local cities have significant Regional differences;There is a certain degree of correlation between the level of basic public services and regional GDP,as well as its relative independence.On this basis,this paper proposes the following suggestions: improve the financial system and supply methods;establish a diversified supply of basic public services;focus on public needs,improve the allocation of basic public service standards;improve basic public service supervision and performance evaluation mechanisms.
