Public opinion is a kind of public affairs. It needs the government’s administration of public opinion as a guide to develop it. To ensure that the public opinion in a good environment, give play to the positive effect and effectively avoid the bad effect of public opinion. So as to help the public opinion develop healthily, which has a very good promoting effect on the development of society and government administration. The development of public opinion is synchronized with the development of the legal system, and is also an important symbol of sound legal awareness of citizens. However, because China’s legal system was established relatively late, the country has a relatively low level in studying public opinion, especially less public opinion research from the perspective of government management. So less information can be used directly. Based on this, the use of public opinion management theory on environmental groups in the new media, its influence on the government and related issues were analyzed and discussed. This article will make a deep analysis on the concept of public opinion management, the impact of government and government public management issues in environmental group events. Finally I will put forward my own views and suggestions on how the government manage public opinion.In order to enhance the pertinence and practical significance of this study, many methods such as the integrated use of literature review method, system analysis and case analysis are used in the paper, the government public opinion management problems caused by the current environmental affairs are also analyzed. The following conclusions can be drawn on the base of the analysis of this article:Firstly, through the public management theory and communication theory of mass incidents triggered social problems, the government know how to carry out public opinion management. thus to make contributions to clearing the government role in the management and the influence of public opinion; Secondly, through the discussion of this paper, it can make a positive difference to improving the government management level of public opinion and setting up the government social public image; Thirdly, with the development of today’s network, network public opinion management has become an important part of government public opinion management, therefore, how the government manage the Network public opinions well under the new media environment is also analyzed, which helps to enhance the level of government public opinion management.
