Assignment of ex-servicemen is an important project which relates to the national stability, social harmoniousness, economic development and army building.With the constant improvement of the socialist market economy and the personnel system reforms, the present assignment system has been updated, but it has lags and will not happen overnight This problem must be solved properly in order to promote the construction of a socialist harmonious society and realize the China dream and the dream of strong military.At present, how to properly solve it is difficult for our government and society.This paper reviews and analyzes our system of military service and ex-servicemen’s assignment in different stages.By studying literature, it discusses the terms about assignment working of the National Defense Law and the Military Service Law. By tracking and investigating the assignment of ex-servicemen in the author’s troop during 2008-2012., it reveals assignment and living situation of ex-servicemen in the the Assembly Forces. From this, it reflects the assignment of the whole army.At the same time, this paper introduces and analyzes military service systems of the United States, France, Germany and Japan, then it summarizes the characteristics of ex-servicemen’s assignment mode in these countries and provides some lessons.Through the analysis, this paper argues that the reform of assignment system should be guided by market orientation. Our ex-servicemen’s assignment system needs reforming through the professionalization of officers, improving soldiers’welfare and reforming the mandatory assignment.Finally, the paper puts forward some countermeasures and suggestions to solve the problem. Firstly, improve military service system.Raise recruitment threshold---recruit from the high school graduates to improve soldiers’quality from the sources, search a path of military professionalization and turn to the mercenary system;Secondly, perfect the supporting measures of ex-servicemen assignment. The local government should set up the correct execution concept for assigning ex-servicemen, continue to work hard to build assignment measures with high operability and perfect the relevant supporting measures.
