Promoting the translation of migrant workers to city resident under the process of Chinese urbanization has become the intrinsic attribute for China of successful transformation from developing country to the developed country. The divided urban-rural household registration system constitutes the historical factor to amphibious characteristics of migrant workers in majority, and various factors also refrain migrant workers from being rescued from marginalized state. the marginal zone of the market economy system includes two aspects, one is that workers always work in informal sectors which are always out of the labor laws and regulations. Another is that their consumption level is low and they always live in the shed, failing to offer the real estate market prices. Marginalization of administrative mechanism consists of two levels. First, the rural land system is incomplete, including agricultural land transferring system and the rural land construction system. Second, social security system is imperfect derived from t the household registration system. By means of deeply understanding the America management of floating population and housing security policy experience, we hope to provide new ideas and methods for the problem of people of migrant workers in china. Analysis from the perspective of market issues, institutional issues and self-cultivation issues and structure of “power-binding” model are needed so as to effectively improve the amphibious and marginalized plight of migrant workers and fulfill the achievement of their role shift. Based on the model, the author proposes system designs used to improve the plight of migrant workers from five dimensions which include employment, housing, land, social security and culture literacy.
