In 1999, our country entered the aging society. In the late 2010, partly and completely disability elderly in urban and rural parts of the country is about 33 million,accounting for 19.0% of the total elderly population. Completely disability elderly is entirely 10,843,000, representing 6.25% of the elderly population in total. By the end of2012, the elderly population aged 80 and over amounted to 22.73 million in 2020,Chinese elderly population will reach 248 million, and the aging of the level will reach17%. Along with improving the level of population aging, disability, half the disability is a large number of elderly disabilities, and the growth has accelerated, especially in rural areas. The overall society-economic development of rural relatively backward,what are more, the trend of small rural families, the core and the empty nest is obvious,development issues of family pension and institutional pension is outstanding in rural areas. Disabled elderly in rural areas as the most vulnerable groups, their pension service is not optimistic. Effectively meet the long-term care for the elderly in rural disability needs, to provide high-quality long-term care services are an effective response to population aging and the aging population. Again, relying on data obtained by extensive research and interviews,combined with the actual situation of Chinese rural-depth analysis of the factors affecting rural areas to establish disability-related long-term care home for the elderly community service system, the establishment of the service system found the problems and difficulties faced. Finally, the proposal to establish service system: to play a leading role in government, strengthen propaganda, increase financial support, improve service team, and encouraging participation of market forces. Through the establishment and practice of conduct system, in order to ensure the loss of rural communities can build the home for the elderly long-term care service system.
