With the development of social and increment of population, the nature environment have achieve it pressure limitation. The frequency and the scale of security incidents in the global scope are inceasing, the public security problem has gotten more and more attention. However, in face of unexpected events, a single organization is difficult to dispose of all the rescue missions. The cooperation of multi organization in face of emergencies is necessary. This cooperation inclues not only the horizontal organizations, for example, the functions of the government departments, army, traffic police, armed police, fire control, medical organizations, volunteer organizaitons, enterprises, the public, and also includes a longitudinal cooperation, for example, different levels of government and other organizations. This makes great differences exist between organizations, which increase the complexity of inter organizational emergency cooperation. However, the research on inter organiational cooperation relationship is not sufficient. Especially the research of the influence of characteristic comparison differences beween the groups on emergency cooperation relations is less and less.Study the influence mechanisom of status differences between organizations on emergency cooperation relationship can reveal how the status differences of organizaions affect the organizational personal power and organizational social power then to affect emergency cooperation. The research around this core issue is studied in the following parts. First of all, this paper examines the influence of inter organizational status difference, organizational personal power, organizational social power on emergency cooperation relationship. Secondly, this paper examines whether the status difference influence inter organizational cooperation through two intermediaty variables which is organizational personal power and organizational social power. Finally, this paper tests whether the perception of risk has a moderating effect on influence of organizational personal power and organizational social power on the emergency inter organizational relationship.The results shows that inter organizational status difference, personal power of organization, and social power of organization have a significant impact on the emergency cooperation relationship. The difference between the statuses of the organizations has a negative influence on emergency cooperation relationship. Personal power of organization and social power of organization has a positive impact on the emergency cooperation relationship. And the difference status between organizations impact emergency inter organizational relationship through personal power of organization and social power of organization. Namely, the personal power of organization and social power of organization plays a partial mediating role on the influence of inter organizational status differences on emergency inter organizational cooperation relationship. Finally, empirical research found that the perception of risk regulate the effect of personal power of organization and social power of organization on the emergency organization cooperation relationship. In which, the perception of risk positive regulate the relationship of personal power of organization and emergency inter organizational cooperation relationship. And the perception of risk negative regulate the relationship of social power of organization and emergency inter organizational cooperation relationship.In this study, through the empirical analysis, we verify the applicability of the social identity theory in the influence mechanism of organizational status differences on emergency cooperation relationship. Rely on the power-approach theory and situated focus theory, we explain the impact of power on emergency cooperation relationship and the moderating role of risk perception. We have developed and supplemented the social identity theory. This paper can provide theoretical guidance for organization in different status to cooperate in emergency practice.
