Study On The Purchase Of Public Services From Social Forces By Local Governments In Henan Province

In recent years,the construction of China’s public service system and system has been continuously promoted,and the mode of public service supply has been gradually diversified.However,compared with the increasing public service demand of the people,there are some outstanding problems in many areas of public service,such as low quality and efficiency,insufficient scale and unbalanced supply.How to provide high-quality and efficient public service has become an urgent problem for the government to solve.In this context,China has begun to promote the purchase of services by the government,introduce market competition mechanism in the field of public services,encourage social forces to participate in the supply of public services,and gradually build a diversified supply system of public services.The purchase of public services by local governments from social organizations can not only effectively improve the level of public service supply,but also help to transform government functions and further promote the modernization of national governance system and governance capacity.At present,the local governments in China actively carry out the purchase service work,not only the purchase content is more and more rich,but also the scale is more and more large.They have played a positive role in community service,home-based pension,education and culture,urban management and other fields,and their influence is constantly expanding.However,due to the development stage,local governments have achieved good results,but there are also some problems.Taking the practice of purchasing public services by four local governments of Henan province and the provincial government as an example,this paper observes and analyzes the status quo,and concludes that the problems in practice are mainly the contradiction between supply and demand structure,the lack of competitiveness in purchasingservices,the need to improve the professional level of social organizations,the non-standard purchasing process,and the supervision and evaluation system.Five aspects of perfection.In view of the problems existing in Henan local government’s purchase of services,based on the reality,this paper puts forward the following countermeasures from the three dimensions of government,social organizations and citizens:first,deepening the reform of the government and changing the concept of the government;second,improving the system and operation mechanism of the government’s purchase of public services;third,improving the ability of social organizations to undertake the government’s purchase of services;fourth,improving information Open system to promote citizens’ participation in the process of government purchasing public services.Only in this way can the local government purchase service work in our country develop and mature day by day,achieve real results,continuously provide high-quality services,and make the people feel more gain.
