| In recent years,among the SCO member states economic and trade cooperation has developed rapidly,and energy cooperation and in the economic and trade cooperation between member countries occupy dominant position.This is an urgent need to in the member countries of the region to establish the SCO energy club to promote the development of member countries of the economic and trade. But due to the differences in the member states of the Shanghai Cooperation Organization(SCO)energy policy and energy situation is different, resulting in the SCO energy club since2006 the development is relatively slow, energy club construction is faced with all sorts of obstacles. China in recent years has spared no effort to promote energy club of Shanghai Cooperation Organization construct, Russia as the two biggest countries in the Shanghai Cooperation Organization, common strategic interests and energy complementary structure promote Sino Russian walk to arrive together, which should have for the SCO to source club, but China and Russia to the positioning of the Shanghai Cooperation Organization energy club different, both in the countries of Central Asia energy cooperation in the covert competition, to cast a shadow over the establishment of the energy club. Establish an international organization need to have complete legal system as a guarantee, the SCO energy club established also need to build a complete legal system.Constructed in this paper, we mainly study the SCO energy club legal problems. First, the author introduces SCO energy cooperation status and necessity,and then elaborates the development course of the energy club, and then from the angle of legal positioning of energy club of Shanghai Cooperation Organization for analysis, and introduces the legal attribute of OPEC, the International Energy Agency,put forward to build the problems exist in the legal framework of the Shanghai Cooperation Organization energy club, at the end of the thesis, the purpose of energy club of Shanghai Cooperation Organization, principle and the basic structure of the set, from a legal point of view of the legal framework of the Shanghai Cooperation organization of the energy club building of the proposed. |
