Study Of Problems And Countermeasures On Construction Of Public Service In Township

The township government is the most grass-roots administrative organ in our government administrative system, directly to provide public services for the majority of farmers, is a bridge between both party and government of the masses, plays a crucial role in rural public service. In recent years, with China’s economic development level of continuous improvement, constantly improve the income of the farmers, the farmers’ cultural quality and constantly improve, corresponding to the peasants’ demand for public services are also increasing. However, at present the foundation of rural public service in China as a whole is relatively weak, the township government’s public service ability level is generally low, unable to meet the growing demand for public services for farmers, the contradiction between supply and demand is prominent, strengthen rural public service functions of township government is the effective way to solve the dilemma of supply and demand. In this paper, based on the review of previous literature in township government in rural public service, to Xi Shao township Cheng and Guan township, Nanle County of Henan Province as an example, a detailed analysis of the existing problems of China’s rural public service, the following main problems :(1) the shortage of funds in rural public service. China’s rural financial funds generally shortage, lack of financial funds led to the lack of rural public service funds, shortage of funds is seriously restricting the development of public services in rural areas.(2) the total rural inadequate supply of public services. Relative total lack of rural public service supply in China, the public service obligation education, health care, social security, culture, infrastructure and urban gap is larger.(3) the rural public service supply single. To provide public services in rural areas mainly by the township government, the development of single supply mode restrict the rural public service.(4) the rural public service concept is weak. The concept of public services in rural areas lack township cadres to some extent influence the development of rural public services.(5) the lack of effective demand expression mechanism of farmers. The majority of farmers in our country do not know how to express the interests demands of rural public service, public service and farmers will lead to asymmetric township government provided.In view of the existing problems of current rural public service, we make a detailed analysis to the factors restricting the rural public service, due to its reason mainly by the urban and rural development is not balanced, the government performance evaluation is not scientific, the lack of security, rural public service funds of rural public service supply of the main body is unitary, the rural public service supply mechanism is not reasonable factors. Based on study of Chengguan Nanle County of Henan Province town, Xi Shao Xiang rural public services, integrated and other domestic scholars point of view, the corresponding measures: to establish diversified to improve the rural public service supply mode of public service, security mechanism, strengthen the public service functions of township government in rural areas, establish and perfect the farmers demand expression mechanism, the establishment of evaluation of rural public service system of scientific.
