A Study On The Problems And Countermeasures Of The Township Governments' Performing The Function Of Public Service In China

As the most grass-roots administrative organization in China,township government directly serves the people and is related to the well-being of people's livelihood and the stability and development of rural society.Under the new historical conditions,strengthening the service capacity building of township governments is an important guarantee to guarantee and improve people's livelihood,promote sustainable and healthy economic development and maintain social harmony and stability.However,at the present stage,the public service foundation of grass-roots government in China is relatively weak,and the contradiction between farmers' public service demand and insufficient supply is becoming increasingly prominent,which urgently needs us to study and solve.In this paper,literature review and analysis,empirical research and inductive deduction are used.Firstly,the basic concepts of "township government" and "public service" are explained.Then,the new public management theory,new public service theory,service-oriented government theory and street bureaucratic theory are used as the supporting basis to enumerate the current existence of grass-roots government in the development of public services in China.Deficiencies.These problems are mainly manifested in unclear functions of public service supply,insufficient total supply of public service,unbalanced structure of public service supply,and low efficiency of public service supply.The causes of these problems are various,such as the lack of public service concept of township government,the inadequate staffing of township government,the lagging financial supply mechanism of township government,and the weak evaluation system of township government.Through the study of specific cases,this paper analyses the actual development of public service in Y Township of Xingtai City,Hebei Province,lists the achievements and bottlenecks encountered in the development of public service in Y Township,and according to the problems arising in the performance of public service functions of township government,gives comprehensive improvement measures from point to area.For example,we should establish a correct concept of public service and correct the sense of serving the people;strengthen the construction of township public servants,rationally adjust the structure of the staff;improve the financial security mechanism of township government,scientifically divide the power and financial power;improve the evaluation system of township government,and establish a pluralistic evaluation subject.It is hoped that it will be helpful to the construction of grass-roots governments,promote the overall layout of the "five in one" as a whole,coordinate and promote the strategic layout of the "four in an all-round way",accurately grasp the new development trend of rural public services,gradually adapt to the new requirements of economic and social development and the new expectations of the people,and establish a sound social public service system.
