Optimization Study On The Local Government Behavior

To push forward the new pattern urbanization scientifically is the inevitable choice to realize the rise of Central China, the prosperity of Henan Province and the enriching of its people. Henan, as a developing province with a population of more than 100 million, has entered the crucial stage for building a comprehensive well-off society. This is the key period to realize the rise of Central China, the prosperity of Henan Province and the enriching of its people, as well as a important period to deepen the development of urbanization. The local governments of Henan Province must consistently adhere to the correct direction of new pattern urbanization, get clear the potential risks and challenges in the process of urbanization, and push forward the new pattern urbanization in a more steadily and better way, which has put forward a higher requirements on the administrative ability of the local government of Henan.If no analysis is done on the underlying reasons and motives of such improper behaviors, the surface behaviors of the government will be very hard to be efficiently optimized, and the healthy development of the new pattern urbanization in Henan will also be affected severely.This paper uses the new pattern urbanization of Henan as the research background, adopting the method of combining normative analysis and literature analysis, with the behavior of the local government in Henan as the research subject, based on the theory of The Boundary of the Government Function, combining with the problems appeared in the process of urbanization in Henan, to analyze the internal causes of the improper behaviors of the local government behavior and to put forward the proper role of the government in the development of urbanization and the path choice to optimize the behavior of the local government. The first part of this paper mainly explains related key concepts and analyzes the relationship between the urbanization and the behaviors of local government, which are used to identify the necessity for the government to intervene the urbanization and the great effect of such intervention. The second part mainly analyzes the present behaviors of the local government in Henan in the development of the new pattern urbanization, through which to discover the impropriety therein and disclose the underlying reasons behind such impropriety. The third part, based on the relationship between the functions and the behaviors of the government, puts forward the proper role of the government through indentifying the boundary of the government functions. The fourth part, in view of the proper role the government shall play as discussed above, puts forward ideas and paths for optimization of the behaviors of the local government.
