| The report of the 18th CPC National Congress formally proposed the development path of"new urbanization" with Chinese characteristics.As a new concept different from traditional"urbanization",the proposal of "new urbanization" endows urbanization construction with new significance and connotation of The Times.The issuance of the National New Urbanization Plan(2014-2020)(No.4[2014)of the People’s Government of China)marks that the state has officially defined the development thought and route of new urbanization from a strategic height.In order to actively respond to the national call,keep up with the new situation and new requirements,and better promote the development of local urbanization,shandong provincial government cooperated closely,and achieved remarkable results in the development of new urbanization.Governments at all levels in Shandong province,as the leader,promoter and implementer of urbanization development,play a self-evident role in the construction of new urbanization.However,there is no denying that there are still many problems in the behavior of governments at all levels in the process of promoting the construction of new urbanization in Shandong Province.The New Urbanization Planning of Shandong Province(2014-2020)(No.16(2014)of the People’s Government of Shandong)released in 2014 is a guiding program document for the development of new urbanization in Shandong Province.Its basic objectives and tasks have been basically completed,and we are summing up experience and drawing lessons by "looking back".In order to lay a solid foundation for the implementation of shandong Province New Urbanization and Urban-rural Integration Development Plan(2021-2035)in the future(No.1(2022)of the General Office of the People’s Government of Shandong Municipality).Based on the above background,starting from the new urbanization and taking Shandong Province as the research object,this paper defines and sorts out the concepts and relevant theories of urbanization,new urbanization and government behavior,and analyzes the status quo of the government’s urban planning behavior,system construction behavior,public service behavior and environmental governance behavior.Found that the government in the process of advancing the new urbanization lie in the imperfection of the urban planning is not scientific,the system construction,the public service supply not enough reasonable and environmental governance in place,and find a government planning goal is not clear,analyzes the government system reform lags behind,there exist deviations in positioning of the government’s role,government environmental governance idea behind problems such as the causes;This paper sorts out and analyzes the government behavior in the development process of new-type urbanization in more advanced areas at home and abroad,and summarizes its experience and enlightenment.On this basis,the paper puts forward some countermeasures and suggestions,that is,scientific urban planning,scientific compilation of urban planning,strengthening the publicity of mass oriented planning,strengthening the implementation of urban planning management to improve the scientific nature of urban planning;We will accelerate the improvement of institutions and improve the shortcomings of government system construction by advancing land system reform,refining the contents of the household registration system and strengthening the connection of the social insurance system.Optimize the government’s public service supply,through the construction of diversified supply subjects,optimize the public service fund structure,establish the public service demand expression mechanism to effectively improve the government’s long-term unreasonable situation in the public service supply;Strengthen environmental governance behavior,through the establishment of democratic subject interaction mode,adopt civilized environmental governance mode,the implementation of legal environmental governance means to improve the government in environmental governance efficiency is not high,not in place. |
