The Government(organization) Behavior Research In Homestead Exit Under The Background Of Urbanization

With the acceleration of urbanization,the phenomenon of “homestead idle”,”one more curtilage” gets more and more common.Our government proposed to perform the policy of homestead actively.Especially since the 3rd Plenary Session of 18 th CPC Central Committee,Zhejiang,Anhui and other places have tested positively.Under the background,the paper studies the behavior of the government(organization)in homestead exit.In the process of the research,the paper studies the necessity of homestead exit from the three aspects of theory、practice and research,and analyzes the important factors that affecting homestead successful exit by using analytic hierarchy process in anhui province as an example.On the basis,the paper study the government’s(organization)behavior detailed from the three aspects of the policy,the social demand and the economic support.And aimed at the problems and the reasons,the paper put forward the corresponding policy recommendations.This paper is divided into eight parts.The first part is the introduction.In this part,the paper researches the background,propose,significance and research progress at home and abroad.The second part is the related concepts and theories.In this part,the paper introduces the theoretical basis of institutional change theory,the government function theory and the new public choice theory and the related concepts.The third part is the necessity of homestead exit.In this part,the paper introduces the necessity of homestead exit.The fourth part is the research about the important factors affecting the homestead exit.In this part,the paper studies the main factors of influencing the successful homestead exit by using analytic hierarchy process in anhui province as an example.The fifth part is the study of different areas of government(organization) behavior in homestead exit.In this part,the paper study the government(organization)behavior of homestead pilot areas in Anhui.Chongqing and Zhejiang comparatively.The sixth part is problems and cause analysis.In this part,the paper introduces the problems of the government during the process of the homestead exit,and the reasons.The seventh part is the policy recommendations.In this part,Combing the functions of the government deals with the practical experience,the paper put forward some suggestionsfor the government(organization) in the homestead exit under the background of urbanization.The eighth part is the conclusion.
