New China’s establish city system continue to evolve with the economic and social development, the present process of urbanization have lay claim the requirements to establish city system reformation, especially in some economically developed countries where economic prosper has reached the level of the city, however, orthodox establish city system have limited the development of these towns, many governments have proposed "establish the town-level city". Many scholars discuss the content and reform orientation of establish city system from a different direction, and basically have the same conclusion:China’s establish city system need to coordinate with the economic development and the process of urbanization, and increase properly the number of the city, the city within the county is a new establish city model which conducive to the stability and development in the context of the small-town rapid progress.This paper firstly studies the establish city system:by sorting and comparing the establish city system before and after the reform and opening up, we have a simple assessment to the different periods of establish city system and consider that the existing standards and job in the cities’establishment has many unreasonable. Then, we analyze the trend in establishing the town-level city as city from the policy background, urbanization background and other aspects, meanwhile we propose scheme from the practical point of view, that the work that establish the town-level city as city should be based on regional background studies, build the index system aimed at the feature of regional urbanization, and comprehensively evaluate the conditions of the town; The standard to establish city need to learn form foreign experience, and be inherited and modified based on China’s current standard. Studies suggest that the town-level city should set up city where population should reach 50,000 people, economies of scale can be inherited original standard to set up county-level city, that mean "the population density is more than 400 people/sq km, the industrial output value is more than 1.5 billion yuan, the percentage accounting for agricultural output value of industrial output is greater than 80%; the population density is 100 to 400 people/sq km, industrial output is more than 1.2 billion yuan, the percentage accounting for agricultural output value of industrial output is more than 70%,"; and finally the town-level city need to carry out the model innovation and build county multi-center development model.In this paper, we explore the feasibility of this establishing scheme in Fuqing City: we comprehensively evaluate the conditions in 17 towns of Fuqing City, the results from a comprehensive evaluation show that the composite score in Jiangyin Town, Longtian Town, and Chengtou Town are significantly higher than the subsequent ranking of the towns, they have a better establishing conditions; according to standards of establishing the town-level city as city, we study whether 17 towns comply with the establishing standard, only Jiangyin town, Longtian town and Chengtou town meet the quantitative indicators.According to guidelines and principles of establishing the town-level city as city, we mostly believe that the feasibility of establishing Jiangyin town as city. meanwhile, we discussed the establishing model of Jiangyin City within the scope of the county——building the two-stage government and double-center city county economy.The town-level city is not only the needs of Fuqing City development, but also the needs of sustainable development in many economically developed towns. This article to a city standard evolution as a starting point, based on the basic theoretical research and empirical analysis to the negative impact of amendments to the existing standards for a city to city work, the establishment of the city as the starting point of the town-level City is proposed for practical reference of a city plan; beyond the traditional macroeconomic perspective, select Fuqing City as a case of empirical research in the area set up conditions for comprehensive evaluation of municipal infrastructure, combined with standard control a city, a city chosen to establish the optimal conditions for the town of town-level City and specifically discusses the township to a city model city in innovative ways, for preliminary strategic studies contribute township municipal reform.
