Practice And Enlightenment Of Establishing A National Demons Tration City Of Ethnic Unity And Progress In Xichang City

Since the 18 th CPC National Congress in 2012,the CPC Central Committee with Comrade Xi Jinping at its core has always given high priority to ethnic work.Promoting ethnic unity and progress has been a crucial policy measure for administering ethnic affairs,and also an important way to foster a strong sense of community for the Chinese nation.In2016,Xichang City,in the Liangshan Prefecture,was named as the “Demonstration city for Ethnic Unity and Progress” by National Ethnic Affairs Commission of the People’s Republic of China.Having been committed to the overall goal of “the big family of the Chinese nation is united to realize the Chinese Dream”,Xichang makes “fostering a strong sense of community for the Chinese nation”the main task in its work related to ethnic affairs and integrates the promotion of ethnic unity and progress into the whole process of Xichang’s development.In this paper,the author makes a detailed analysis of the historical foundations and realistic conditions for the promotion of ethnic unity and progress in Xichang City and investigates the practice of its work related to promoting ethnic unity and progress through the method of literature research,interviews and observations.It explores the work mode with distinctive Liangshan features for promoting ethnic unity and progress based on its local conditions as a way to provide some experience and guidance for the promotion of ethnic unity and progress in other minority regions.This thesis consists of five parts.The first part analyzes the foundation for Xichang to become a demonstration city for ethnic unity and progress from the aspects of theory,society,history and practice.The second part analyzes the institutional guarantee for the promotion of ethnic unity and progress in Xichang via making a work list and “Ten Promotions”.The third part puts forward some measures like building distinctive villages as well as relocating,which will lay the physical foundation to promote ethnic unity and progress in Xichang.The fourth part elaborates on the promotion of ethnic unity and progress through cultural development,for example,by implementing cultural activities shared by all ethnics like festivals,ethnic minority sports meetings and photography exhibition about ethnic unity.The last part summarizes some experience in the promotion of ethnic unity and progress in Xichang,such as upholding the Party’s overall leadership,making“fostering a strong sense of community for the Chinese nation” the main task in its work related to ethnic affairs,telling red stories like “Yi Hai Jie Meng” well,giving full play to the exemplary role of groups and individuals for ethnic unity,as well as laying a solid material foundation for the promotion of ethnic unity and progress by focusing on the improvement of people’s livelihood.
