Research On Establishing Civilized City Of Shishi In The Perspective Of Multi-center Governance Theory

Civilized city is a comprehensive index which reflects the situation of the works carry out.At present,the researches on civilized city mainly focus on the summary of the area creating experiences,the definition of civilized city,the study of the civilization system,the exploration of the single subject about the civilized city and so on.To comb the literatures,we found that,in general,the research achievements of civilization city are not much,and which has general guidance and practice is less.There are a lot of spaces on the research on the multi-subject of civilized city.This paper uses literature research,comparative research and questionnaire method.It,relating city governance to civilized city,discusses the questions and measures of establishing civilized city of Shishi,which is in the perspective of multi-Center Governance Theory.This paper that introduces the research's background and significance illustrates the current research productions at home and abroad,and defines the relevant concepts,as the theoretical basis of discussing the establishment of civilized city,and expounds that multi-center governance theory is a realistic choice for civilized city.Then,it focuses on three aspects.Above of all,paper not only elaborates the background and realistic basis of establishing civilized city of Shishi,summes up measures of multi-center governance,but also analyses the preliminary achievement of Shishi in estabrating works by the questionnaire survey.Furmore,according to the multi-center governance,it points out existing difficulties: some environmental promblems in details have no redical cures;cooperation consciousness of some creating mains is not strong;the overall socially participative capability is limited and enthusiasm needs to be improves;long-term effective management mechanism is lack.What's more,the reaserch puts forward the establishment countermeasure proposal: the government plays a leading role in the construction of civilized city of Shishi,with adhering to the concept of governance in establishing civilized city of Shishi and reasonablly defining of the scope of government functions;the private sector play a supporting role in the construction of civilized city of Shishi,with introducting of market mechanism and strengthen the system of norms;the third sector play a complementary role in the construction of civilized city of Shishi,with giving the legitimacy and participative capability;the individual citizen plays a fundamental role in the construction of civilized city of Shishi,with strengthening the propaganda and improving the participation channels;the supervision system of Shishi building civilized city needs to be builded.
