Since the establishment of the frontier inspection system, the definition of the functions of frontier inspection authorities have gradually become more and more systematized and in large scale both at home and abroad. Over the past six decades, frontier inspection work has been centered on the “duty” of personnel and the ideology that “frontier inspection work is the management of various frontier activities” has been deeply ingrained in people’s mind. The proposal of centering on the “service” instead of management in frontier inspection authorities has overturned the traditional concept of frontier inspection personnel. To improve the service level of frontier inspection comprehensively is an important initiatives focused on building a socialist harmonious society and a fundamental shift of frontier inspection approaches and policies.This paper will adopt Shenzhen inspection office at the seaport as an example to conduct a questionnaire survey and empirical research. Based on the literature research, quantitative and qualitative analysis, SPSS data analysis and other research methods, this paper is going to analyze and study the incentive system of the present border authorities. The data analysis is designed to verify the hypotheses proposed in this paper, namely, the assumption that the incentive system poses an positive effect on the quality of public service, the assumption that performance appraisal mechanisms have the most obvious impact on the quality of public service and the assumption that remuneration policy would pose the weakest impact on the quality of public service. After studying and analyzing all the data collected, it is confirmed that the first two assumptions are true while the third one is not established. On the basis of the data obtained from questionnaire survey and the literature research, this paper is going to put forward a series of constructive ideas and suggestions based on the principle how the current incentive system could lead to the improvement of quality of public service.This paper will discuss the thesis in the following aspects.The first chapter of this paper introduces the research background, significance and relative theories and frameworks employed in the paper in details, and the present research conditions both at home and abroad as well as the literature review will be introduced. In the meantime, the research methods and technical route of the whole research will also be presented in this chapter.The second chapter combines the thesis with the empirical study of Shenzhen Bay seaport, and introduces the basic description of the Shenzhen Bay seaport, including its history, development, and quality of service. At the same time, the incentive system discussed in this paper will be combined with the actual condition to introduce the present incentive system of the Shenzhen Bay seaport and border authorities.The third chapter will illustrate the three theoretical hypotheses proposed in the paper and describes the design and control of the questionnaire as well as the variables and other correlations related to the questionnaire survey. Then, the result of this empirical study and the results of questionnaire survey will be presented and the data as well results obtained from the survey will be analyzed by employing SPSS data analysis.The fourth chapter will verify the three theoretical hypotheses on the basis of the data analysis in the previous chapter. And then according to the results of data analysis, this paper will put forward some suggestions and advice on the construction as well as the amelioration of the incentive system in “service-oriented” frontier inspection authorities. The advice like establishing the core philosophy of “people-orientation”, exploring new incentives and establishing a scientific performance evaluation system and will be helpful to the enhancement of the overall quality of public service.Through the above analysis in each chapter, the author believes that the establishment and improvement of the incentive system pose a positive impact on the quality of public service; more importantly, among the various incentives, performance appraisal mechanism has the most significant impact on the quality of public service, and also, the remuneration policy poses huge impact on the quality of public service. Meanwhile, on the basis of the data analysis, the author has put forward some suggestions and opinions for the current incentive system.
