Frontier area,as a product of the construction of national governance,is the main manifestation of human spatial initiative.As a marginal component of national territory,the significance of frontier governance issues for national development has become increasingly prominent,so this requires frontier governance to be more and more integrated,Inclusive and open thinking.In addition,due to the main contradictions of the frontier society and new changes in the internal and external environment,many higher demands are also placed on the governance of the frontier.In order to effectively respond to the challenges brought about by changes in the current situation,the Third Plenary Session of the Eighteenth Central Committee of the Communist Party of China first put forward the proposition of national governance and its modernization,which shows that only through the modernization of the frontier governance system can the current border development be effectively addressed The difficulties they are facing can also cater to the overall needs of the country’s development.From this we can see the outstanding significance and value of the modernization of the frontier governance system for national development.Therefore,we must use a more systematic and holistic framework to reshape the traditional border governance,and make it fit better with the development and construction of the frontier under the new situation,in order to effectively improve the efficiency of frontier governance.Otherwise,we need to expand new fields and new horizons of frontier-related research,conduct a theoretical analysis of the frontier governance system,and make accurate judgments on the current situation of the frontier governance system,and build a relatively complete theoretical framework of the frontier governance system on this basis.Of course,the modernization of the frontier governance system is a behavioral mechanism.In order to effectively promote the modernization of the frontier governance system,the standards for its modernization must be scientifically determined.Through the establishment of modernization measurement standards,the modernization of the frontier governance system can be scaled and evaluated with quantitative data,thereby providing a more targeted improvement path for promoting the modernization of the frontier governance system.The current frontier system of the frontier governance system.By comparing different types of logical frameworks,I finally chose to construct an evaluation indicator system for the modernization of the frontier governance system from the perspective of structure-process,and on the basis of following the principles of indicator system construction,a comprehensive design method was used,and after testing the subordination,relevance,discrimination,reliability and validity of the indicator system,it is finally constructed including Scientization,Democratization,Legalization,Diversification,Specialization,Collaboration and Informatization,7 first-level indicators(standard indicators),24second-level indicators(basic indicators)and 101 specific indicators constitute an evaluation indicator system.At the same time,after calculating the score of the modernization level of the frontier governance system,a classification standard for the modernization level and degree of the frontier governance system was formulated.Finally,through mining the relevant data of the five border sample provinces(regions),the original data of each indicator is collected,and the raw data of each indicator is non-dimensionally processed,and then the respective governance formulas are obtained through the use of weighted summation calculation formulas.The score of system modernization.Based on the evaluation results and research findings,targeted promotion suggestions were put forward from the three aspects of governance concept,system,and guarantee system.With the joint efforts of multiple parties,the governance concept of the modern frontier governance system is improved,a modern institutional system for frontier governance is constructed,and information technology conditions is supplemented,which can effectively improve the modernization level of the frontier governance system,and it will be better integrated into the process of building a modern national governance system,so the frontier governance system can truly realize the same frequency resonance with the modernization of the national governance system.
