With the high-speed development of society and economic, people’s material and cultural life is also undergoing profound changes. In this economic and social transformation period, there are lots of new problems, such as increasing prominent contradictions among the people, high-level social control difficulty, continued high incidence of criminal cases, more mass disturbances and so on, which pose a great challenge to the work of the public security organs. To solving these problems, how to improve the efficiency of human resources management and human resources utilization is also a big challenge to the public security organs.In this paper, we first overview the status of human resource management of C District Public Security Bureau, then in-depth analyze of the problems and shortcomings of human resource management in the public security organs, at last offer reasonable suggestions. This paper is comprised of six parts: First, Background and practical significance of the research, literature review research results and research methods and content,Second,we introduce the basic theory of human resource management, explain the concept of human resource management of the public security organs. Third, By comparing Hong Kong Police say the police human resource management processes. Fourth,through access to relevant information and collecting survey data, we carefully analyze of the current situation of human resources management in C District Public Security Bureau, find out the existing problems.Fifth,propose improvement strategies, including establishing a scientific concept of human resource management, respecting talent, strengthening ideological and political work of the police and security interests, strengthening education and training, improving the overall quality of police resources, establishing a scientific system of resource allocation, optimizing police configuration, strengthening the system construction, optimizing the performance evaluation and incentive reward mechanisms. The sixth chapter is the conclusion, to summarize the full text.
