With the enhancement of productivity level, people’s utilization degree of the sea is increasingly strengthened. The sea has been brought into the object of legal relation and national demands for maritime claims are growing. When various countries’claim ranges overlap, conflicts would occur. China and its neighboring countries immediately have disputed waters. This phenomenon also reflects the national emphasis on maritime rights and interests. The implementation of United Nations Convention on the Law of the Sea also promotes the occurrence of such conflicts. Although conflicts are widespread, marine development and utilization activities shall not be conducted until disputes have been settled. This is the consensus reached among countries. For this purpose,countries constructively try to conduct cooperative development and common accessibility of resources in disputed sea area and gradually explore effective methods and procedures. However, the premise of use in cooperation is that the common order and security of joint development shall be guaranteed. One country’s being responsible for the establishment of the order is impossible and can not be tolerated by other countries. Therefore, rights protection law enforcement cooperation in disputed sea area has become an internationally general trend.How to establish the specific cooperation between countries is a complex problem and involves the connections and development between countries. Previous studies are mostly carried out in allusion to one aspect of maritime rights protection law enforcement, such as themes of the maritime law enforcement or maritime law enforcement procedures and so on. In this paper, the research will focus on rights protection law enforcement cooperation in disputed waters to analyze the current dilemma of maritime rights protection law enforcement cooperation and construct a maritime rights protection law enforcement system that is suitable for China according to its characteristics. Main objectives of this study are to provide feasible suggestions for the establishment of China’s maritime rights protection law enforcement system, offer theoretical support for China’s maritime law enforcement officers to implement law enforcement activities and supply Chinese coming international cooperation with important guarantee.
