The moral problem of stay-at-home in rural prioritizes of Jingning in our country is a problem importantly,because is directly related to the poverty or wealthy and national prosperity. The basic reasons of these questions.Firstly, from the analysis of family, the author thinks that the reasons includes absence of parents education, low quality of moral education, escrow guardian which causes the moral problems of stay-at-home in primary school stage. Secondly, from the analysis of school, the utilitarianism of the education, the obscurity of family and school,and bad school atmosphere impact on the stay-at-home children. Finally, from the analysis of the social environment, low and weak situation in education system, bad social environment and the fall of the rural culture affect the moral education of these stay-at-home children.The author has put forward these solutions to solve the moral problems of stay-at-home children in Jingning county including school, family and community. The family should strengthen the communication with stay-at-home children, the moral awareness of escrow guardian, prompt the moral quality of the educator.It is important to strengthen the guiding function, to communicate with guardian on Internet and to hold all kinds of moral activities,to raise moral disposition of teachears. Besides, the government should construct better educational environment, inspection administration and parents school. hereby,the author gives some advice, namely creating public cultural idea in rural, balancing urban and rural cultural development to make stay-at-home children enjoy the fair remuneration and building better rural community cultural atmosphere.Moral problems of stay-at-home children in Jingning county are caused by all aspects of reasons. and the most important reason is Chinese national institution. Therefore, the author thinks that to solve the moral problems of stay-at-home children depends on institutional reform including speeding up the process of urbanization, shortening the gap between urban and rural places, perfecting the rural social security system, booming cultural career in our country.
