Research On The Custody Of Stay-at-home Children In China

Large-scale rural labor force tends to move towards urban areas,which promoted the development of industrialization and accelerated the pace of urbanization in our country.Such a great society transformation of our country produced a special group called the stay-at-home children.These so-called the stay-at-home children in rural areas refer to the minors(children under the age of 18)who were left in the place where his parents’ residence is registered or entrusted the right of guardian to their close relatives and closely connected relatives or friends,as one or both parents go out for working,doing business or engaging in other activities for more than half a year.The distribution area of the stay-at-home children is very special.Most of them are in the distant north-west areas.However,the labor force usually flows into the south.Due to the vast distance,it is hard for the parents and their children to get together.The long period of separation between parents and children and the incomplete home structure contribute to the phenomena that the stay-at-home children lack or even lose the guardian,which do great damage to their body and mind.If the problem cannot be solved,the stay-at-home children can’t get health and sound growth.Improvements were given by studying on the current condition of the stay-at-home children in rural areas to analyze the according defects in its guardian system;in view of the foreign advanced experience in the guardian systems,national conditions were also taken into consideration.On the basis of defining relevant concepts and meanings,study were conducted on the current guardian condition towards stay-at-home in rural areas to find out problems in this system and then by comparison study as well as considering foreign advanced guardian system on teenagers to put forward our own advice on it,including:improving the guardian person system on stay-at-home in rural areas;establishing entrust system on stay-at-home in rural areas;setting up national inspection system on stay-at-home in rural areas as well as according guardian and inspection system on it.
