The Research On Multi-supply Model Of Urban Community Public Cultural Services

Community is the important basic organization of society, and the construction of harmonious society is closely connected with the harmonious community’s construction. The construction of harmonious community includes many aspects, and the construction of community public services is the core of harmonious community’s construction. Community public cultural services, as part of community public services, relate directly to the civilization construction of community and social stability and harmony. Meanwhile the supply level of community public cultural services is an essential measure of a country’s urbanization and modernization level, cultural and educational quality of the whole nation. Since the reform and opening-up, China has begun to pay attention to the supply of community public cultural services, especially the urban community public cultural services, China has been active in exploration and practice, and made some achievements. But the supply model of community public cultural services is still the administration-led single-supply model in most parts of our country. With the development of our country market economy, advancement of urban reform, transformation of governmental functions, and the diversifying and personalization of spiritual culture demands caused by the strengthen of residents’ subject consciousness, single-supply model has not adapted to the development of society, some problems that insufficient and ineffective supply, the lack of capital and talent, low residents’ participation passion and satisfaction have appeared, so it urgently needs for a new supply model- cooperative multi-supply model to solve these problems. Therefore, the research of this paper focuses on the urban community, and proposes the construction of multi-supply model of community public cultural services aiming at the existing supply problems, which is based on the background of China’s present social economic development level, and has practical and social significance.First this paper analyzes correlative researches on public cultural services comprehensively, and defines related concepts about community public cultural services model, which lays a theoretical foundation. Then in practical perspective, we take S community of Changsha as the research object, and study the supply of public cultural services, and then analyze the results of investigation research and then summarize the obtained achievement, the problems and reasons in community public cultural services. Finally, through learning from some developed countries’ experience on the construction of multi-supply model of community public cultural services, this article proposes the solutions suitable for our national situation, and suggests that we should change the administration-led single-supply model and build a multi-supply model of community public cultural services from the aspects of supply concept, supply subjects, supply method, supply mechanism, capital and talent.This paper deeply studies urban community public cultural services model of our country by the methods of literature research, investigation research and case analysis. The paper is based on the research of S community of Changsha and hoped to provide guidance for building urban community public cultural services multi-supply model in many other regions.
