A Study On The Supply Problems Of Public Services In Urban Community

With the adjustment of economic structure and the transformation of social structure, the reform of China has been gradually deepened. In the field of public services, due to the fact that the original unit supply mechanism has gradually withdrawn with the reform of the economic society and the existing public-service supply mechanism cannot fully meet the demand of the masses, the public-service supply does not adapt to the demand.Community is the carrier of public services, and the play of its function plays an important role in enhancing the level of public services. Therefore, the academic circle has carried on the thorough discussion on the public-service supply in community. In the discussion on the relative theories, the government-dominated theory, market supply theory and the multidimensional cooperation theory have discussed the possible ways in which the supply subject plays a role in public services from different angles. The discussion and research provide the helpful reference for understanding the present construction of community public services.But as to the complicated public service demand, it is obvious that the single subject pattern cannot adapt to the demand of economic and social development, and if the multidimensional cooperation intends to come into play, it must satisfy a premise--- to clarify the relationship of various subjects in the supply mechanism, then the multidimensional cooperation can effectively provide public services. Therefore, it is significant to research from the supply mechanism of community public services and discuss the subject, supply content and supply method of public services.Based on the field investigation in X Community of Changchun and combined with the domestic and foreign theoretical results on the public-service supply mechanism, the paper analyzes the concept of the public-service supply mechanism, the operating mechanism of public services and organization framework of public services; sums up and sorts out the existing problems in the urban community public services; discusses the problems of community public services in detail from the supply mechanism, and puts forward the suggestions of setting up the polycentric order and performance evaluation mechanism for community public-service supply based on the practical problems and residents’ demand.
