The problem of China disabled elderly care is getting more serious, the traditional family model of care is facing many problems in modern society, and Disabled elderly care institutions can compensate the lack of social care for the disabled elderly long-term aspects in some extent.This study of Baoji City, Shaanxi Province, different ownership disabled elderly care institutions to conduct research, a description of the current public and private pension institutions for the disabled elderly long-term care situation to conduct a comprehensive system and analysis of the actual operation of the existing problems, generate deep-seated reasons to further clarify these questions, then put forward to promote the disabled elderly care institutions to improve policy and direction on the disabled elderly long-term care issues from the perspective of public management. Proposing reasonable opinion to provide some useful reference for the disabled elderly population aspects related to institutional long-term care theory and practice.The research on the disabled elderly care institutions is based on the theory of care to disabled elderly conducted by domestic and foreign research status of disabled elderly care facility analysis to explore disabled elderly care institutions of the problems in the development. Using life-cycle theory and social role theory as well as supply and demand theory, proposing development of disabled elderly care institutions existing problems-the lack of systematic planning of long term care facilities, shortage of resources, care services, care facilities and care facilities configuration is not balanced poor supervision. On this basis, the cause of disabled elderly care agency analysis of the problem, including the lack of sufficient attention to the government, institutional care system is not perfect, pension service system development lag and light atmosphere of social pension. Finally, with disabled elderly care experience of foreign institutional development, proposing strengthen our disabled elderly care institutions develop strategies that establish and perfect the legal system disabled elderly care institutions; clear government functions, plan of care institutions; increasing government spending and improve care facilities development; establish a multi-level long-term care protection system; development and improvement of social service agencies; strengthen disability elderly care staff training and development team. |
