New generation migrant workers gain the transformation of career and identity from work experience and growing up subjectively in the public process, then gradually adapt to urban behavior and lifestyle, which eventually internalize the values of urban life. This group is the main body of migrant workers’ citizenination, whose citizenization make up the process of migrant workers’ modernazition in our country. Previous studies show that New generation migrant workers’ citizenization is a progress of interaction about our institutional systems, cultural and psychological factors. New generation migrant workers are the main backbone of China’s industrial transformation, and their citizenization are the main process of farmer’s citizenization modernazition in China. Their civic conciousness’ current situation and development have a crucial importance on modernization of our country.With the reform and opening up promoted step by step, the economic structure optimized constantly, economic situation turned better, New generation migrant workers’ conciousness turns steady generally. However, in the background of unclear Chinese urban and rural reform and unequal social resources distribution in the differentiation between urban and rural areas attached to the binary segmentation system, its problems about lack of Civic consciousness have reached the point of time. How to develop New generation migrant workers’ Civic conciousness in the process of citizenization and break the plight of its process of citizenization is the intention to write this paper.Based on the background of process of citizenization and guided by the theory of Civic conciousness, this paper regards cultivating New generation migrant workers’ Civic conciousness as the dynamic process which uses Civic conciousness to promote process of citizenization. In order to study Civic conciousness’ current situation and affecting factors and put forward the corresponding cultivation countermeasures, this paper adheres to use several research methods, like the combination of theory and empire, literature research, interview and questionnaires. Study reveals that New generation migrant workers’ Civic conciousness is generally in middle level or lower. It displays in the following areas:strong right consciousness but weak safeguarding ability,high public consciousness of responsibility but constantly slipping,strong sence of studying the law but poor law-abiding consciousness, weak participation consciousness and lack of participation opportunities,indifferent political efficiency consciousness.Through the related analysis,we find that several certain dimensions of Civic consciousness are influenced by three factors on social status,five factors on social participation and five factors on political participation.We also find the significant value of participation about vocational training and network are extremely high. In addition,regression analysis shows that the degree of education,income,vocational training,network participation,participation in community construction,participation in voting campaign,rights of the villagers, meetings of the villager and staff,and participation in the leadership dialogue all have significant explanatory power.On the basis of data analysis,this paper puts forward three cultivating methods on New generation migrant workers’Civic conciousness,that are reforming the urban and rural dual system to improve the New generation migrant workers’social status,building a system of multiple participation to cultivate New generation migrant workers’ Civic consciousness and strengthening quality education of New generation migrant workers to expand cultivating path of Civic consciousness.
