With the development of the times, the traditional model of public administration has been unable to meet the needs of government, the UK, USA, Germany, Australia and other countries have launched a new public management movement since the 1980 s. They lead elastic flexible market competition mechanism into the public sector. They also used the appointment of civil servants system to revolute government personnel management system. So, we can call it a trend. In China, while in government personnel management system, the country in recent years has been actively using post appointment system to reform the traditional civil service system. In 2007, Shenzhen and Pudong have taken the appointment of civil servants system revolution at the first time. Today, the country has more than 10 provinces have started the civil service appointment of the pilot. However, China is still a new thing in the civil service appointment, the implementation of the country’s civil service appointment achieved good results, also encountered a lot of obstacles.Therefore, this article took an implemented countermeasure on China’s appointment of civil servants system. This paper discussed the theoretical basis of the implementation of the civil service appointment, practical foundation and practical value, explained why our country taken implement appointment. Second, I made an overview of Shenzhen and Pudong and other places appointment pilot cases, and then analyze the psychological obstacle awareness level, laws, such as the level and operational level encountered in the implementation of the civil service appointment system. At the same time, I made lessons for reform of the civil service appointment abroad learn. Finally, on the basis of the foregoing discussion I presented recommendations to improve the civil service appointment system.
