Study On The Contemporary Chinese Poverty Alleviation Arid Development For Rural Disabled

As a special group, rural people with disabilities is an important part in thesocialist family members. To help the rural poverty people with disabilities solvethe problem of lacking adequate food and clothing is not only an important task of theparty and the government but also the responsibility of the whole society. Ruralpoverty alleviation for the disabled is a long-term and arduous project. Since newChina was founded, especially after the reform and opening up, the party and thegovernment attach great importance to their life and production conditions withinvesting a lot of manpower and material resources, financial resources and carryingout the poverty alleviation for the disabled in a planned, organized and large-scaledway. Helping the rural disabled people out of poverty is not only an inexorabletrend for the development of the national poverty alleviation, but also embodies thetenet of serving the people heart and soul, which benefits to preserve socialstability. Therefore, the research on rural poverty alleviation issues for the disabledhas both theoretical and practical significance. This thesis mainly makes a systematicstudy and elaboration on the reason and influence of the rural poverty problem for thedisabled and the historical process, policies and possible problems and correspondingsolving measures of rural poverty alleviation for the disabled.The first chapter is an introduction. It expounds the topic basis and researchsignificance, research status, research methods and the innovation of this thesis. Topicbasis and research significance mainly introduces the topic origin and the significanceof the subject selection. Research status shows the current researches made by thescholars on the problems of rural poverty alleviation for the disabled. Researchmethods include macro analysis, comparative analysis and data analysis. As forthe innovation of the thesis, on the one hand, it elaborates the advantage and role ofthe army and the armed police forces in the participation of rural poverty alleviationfor the disabled, on the other hand, it expounds the rural poverty alleviation anddevelopment process for the disabled from the reform and opening up to the early1990s. The second chapter is the summary of rural poverty for the disabled. First,it introduces the identification and status of rural disabled persons. Then the reasonof rural poverty for the disabled are explained from four aspects: the influence ofphysical disabilities, low level of education, lacking of rich entrepreneurial skillsand unequal employment opportunities. Furthermore, it discusses the influenceof rural poverty in China for the disabled, which go against the implementationof the scientific outlook on development, go against the realization of commonprosperity for all our people, go against the construction of a harmonious socialistsociety and the construction of the well-off society. Last, it expounds the historicalprocess of rural poverty alleviation for the disabled. Since the reform andopening-up, the process of rural poverty alleviation for the disabled in our country canbe divided into five stages. The first stage is the phase of eliminating poverty, thesecond stage is the phase of development-oriented poverty alleviation, the third stageis the phase of strengthening poverty alleviation and development, the fourth stage isthe phrase of poverty alleviation and development in full swing and the fifth stageis the phrase of poverty alleviation and development in deep degree.The third chapter introduces the policies and measures of rural povertyalleviation and development for the disabled from five aspects. The first is to establishpoverty alleviation and development institutions for disabled persons. The second ismulti-channel financing from both the central and local governments. The third is tosupport the rural disabled employment. The fourth is priority to implement the ruralsocial security system. The fifth is to organize and encourage social forces from allwalks of life to take part in the project of rural poverty alleviation and developmentfor disabled persons.The fourth chapter discusses the present situation and countermeasures of ruralpoverty alleviation for the disabled. First, it elaborates the favorable conditions underwhich the rural poverty alleviation and development for the disabled is carried out inour country, and then it introduces the current problems during the process of ruralpoverty alleviation for the disabled in China, finally, the corresponding solutionmeasures are proposed.
