Research On The Development Problem Of Pension Institutions In Shenyang City

Shenyang City is one of the cities by the rapid development of aging population in ourcountry. With the increase of aging population in Shenyang City and the transformation ofthe people’s thoughts,“421” family pattern can’t satisfy the demand of family pension, so thefamily pension model has been broken. Recently, people pay more attention to theinstitutional pension model, which is the main trend of future development. Compared withthe other cities in our country, the pension institutions in Shenyang City develop earlier,which has began to take shape and cares more about the mental service project on the basisof the traditional life service project. But, the development of pension institutions also hassome problems. On the one hand, in the development process of pension institutions, moreand more problems have been emerged, such as inaccurate position of pension institutions,weakness of management system, low quantity and less-education of nursing staff, lack andaging of facilities, insufficient propaganda consciousness and so on. On the other hand,under the impetus of the socialization of social welfare, the government’s support can’t affordfor the development of pension institutions. So, it is important to actively introducenon-governmental organizations to join the pension service team, introduce private capital,and attract more volunteers. These are problems to be solved for the development of pensioninstitutions in Shenyang City and needed further research.In this paper, under the background of aging population, the concept and classificationof pension institutions are defined. The theoretical basises for the development of pensioninstitutions，such as the social security theory of Marxism, socialization of social welfare andthe hierarchy of needs theory, are all stated. Then, pension institutions of Shenyang City asthe research object, their policy support, the distribution situation and own propaganda ofinstitutions are observed. A public and a private pension institutions are taken for example toshare their successful experiences respectively. It provides beneficial reference for thedevelopment of other pension institutions in Shenyang City. Through compared withquestionnaire which reflects the social demand, the difficulties and problems of pensioninstitutions in Shenyang City are analyzed. At last, based on the development status anddifficulties of pension institutions in Shenyang City, from four aspects, such as thegovernment responsibilities in the pension institutions, the construction of the pension institutions themselves, social support for pension institutions and ideological progress of theelder, the countermeasures and suggestions to perfect pension institutions development inShenyang City are put forward.
