Arctic route which point to cross the arctic ocean connects the Atlantic and the Pacificmaritime traffic arteries, it consists of two routes-northeast route and the northwest route, thevalue of the arctic channel is increasingly outstanding because of the rich animal and plantresources and oil and gas resources, the poor traffic capacity of the current international oceanroute of the Suez Canal and the panama canal, the instability of international situation andrampant piracy and so on. The arctic waterway navigation has become possible as the globalwarming melting the arctic sea ice and high modern icebreaker technology, it also makes ainternational dispute about its legal status. Our country is located in the northern hemisphere,strategic significance on our country’s economy is self-evident, it’s very urgent and necessaryto discuss the legal status and smooth navigation in our country.In this paper, there are more than30000words. It’s divided into four parts besides thepreface and the epilogue.Part Ⅰ: the brief introduction about the general situation of the arctic and arctic route,the comparison of the current international ocean route-the Suez Canal and the panama canalroutes, the analysis of its economic value, the survey about the rebalancing from the US, tomake full use of the geographical advantage of the north sea fleet and to analyze its militaryvalue.Part Ⅱ: through the analysis of the value of the arctic route, it is inevitable for theinternational dispute about its law status. As the arctic coastal states-Russia and Canadamaintained tacit understanding on this issue, the two countries take the "sector principle""historical rights" and "straight baseline" principle as a support and claims that the northeastroute and the northwest route belong to their own internal waters respectively and carries onthe control and jurisdiction. Canada and Russia’s claim cause the attention and strong reactionof Europe and the United States and other countries, the fight for the legal status of the arcticroute is intensifying, each country takes the oath of his own in different forms and never showthe weakness.Part Ⅲ: the arctic route belong to the "channel for international transit". From thestandards of geography, the arctic route connects the Atlantic and Pacific oceans, both sidesbelong to the high seas or exclusive economic zone, from the functional standards, with the global warming melting the arctic sea ice, arctic route for international navigation functions ofplay will further expand and its international channel status will further consolidate.Part Ⅳ: on the basis of discussing the arctic route status in international law, the finalgoal is to solve the problem of our country’s navigation and to fight for interests of thepassage in the arctic. In the interest of the arctic route in our country, first of all, we should bebased on the more and more hot top region between government-the arctic council, as itsofficial observer, we should participate the issues in the council and its working group,exercise of right of voice and the project proposal. At the same time, further strategiccooperation with Russia is also necessary, which can security route smooth sailing in thenortheast of China, and take this opportunity to strive for interests in the arctic route.
