Possibility Analysis Of Replacing The Petition With Social Work

Under the today’s special background of social transformation and economic transition, the current petition system is not only unable to satisfy the need to maintain the basic rights of the petitioners groups, but also unable to adapt to the effective management of the government and the demand for social harmony and development. The shortcomings of the petition system increasingly exposed, and it is encountering the unprecedented difficulties. For this situation of the petition system, this study takes the reception of petition as an entry point, combines with the actual reception cases that collected by the internship process, to analyze the present situation and the difficult position of reception work, and reveals the nature of the petition system and system defects. This study suggests that the solution to change the current difficulties of the petition system is to replace the petition with social work. It analyzes the multi-advantages about replacing the petition with social work in detail, and constructs the system of replacing the petition with social work.This study mainly divided into four parts to discuss:Part Ⅰ:It mainly introduces the background of this paper, the problem introduction, the definition of relevant concepts, the current research status of related issues, and the proposal of research ideas and research methods.Part Ⅱ:It presents and summarizes the current process of reception, combines with the actual reception case to analyze the present situation of reception, analyzes what problems hindering the reception works smoothly, and reveals the nature and the defects of the petition system.PartⅢ:Firstly it proposes to replace the petition with social work, analyzes the advantages of the stand, the professional roles and the workers in the replacement, and these advantages make it possible for replacing the petition with social work to solve the problem of the public. Secondly, it builds a system of replacing the petition with social work. The government does not only to delegate authority to social work organizations and social workers in lieu of the petition system, but also should give the social workers a relatively separate space to play a role of advocating. And then the government should improve administrative supervision and punishment mechanism to ensure that social work can really play a role in the process of solving problems.PartⅣ:The main conclusion of this study is summarized and the relevant important issues are discussed. The limitations and shortcomings of this study are reflected to provide a reference for the further research.
