In recent years，the food safety problem happened frequently,which has a greatbad influence on people’s daliy life.If it can not be banned,oneday the social order andstability will be polluted. But with the continuous improvement of food safety lawsand regulations, food safety problem has been breeding instead of being cut.Facingwith this contradiction,the article takes Shanghai Fuxi event as a case to prove that thedevelopment of each link of the elements is not balanced in the system.There aredeviations in understanding, implementation and supervision of thestandards.Especially a ring manufacturer which government organizations such as theformal authority lead to supervision and production ‘s problem in food field.Thearticle mainly analyses this question from the formalization of authority‘s reason andperformance,AGIL’s logic analysis and how to solve the formalization of authority.The system theory is no longer static analysis of the past and pay more attentionto the linkage effect, combined with AGIL analysis provides a new research.Also, inthe process of exploring how to dispel this formalization,this article tries to reduce theproblem of food safety and provides a new idea.Not only should we pay moreattention to the elements of the interwoven network of continuous closely, but also wecan try to pay attention to the virtual space to maintain food security problems at thesame time.I hope that we can sweep away the haze in people’s food, to reproduce ablue sky.
