Food safety is related to both civil citizens’ daily lives and national economic andsocial stability. In recent years, food safety is being questioned, which aroused theconcern of citizens and the government. Therefore, food safety has become a majorsocial and economic issue to be reckoned with in public management. Regulation is thekey to food safety issues. Based on the difference between the regulatory decision-making andimplementation, food safety regulation can be divided into food safety regulatory system and foodsafety enforcement work.The early days, Chinese Government health departments in charge of securityissues, In the provinces and cities, health and epidemic prevention stations and clinics tomanage food safety issues. But the Great Cultural Revolution serious damage to foodsafety regulatory system. The food safety regulatory system construction stopped. Foodsafety control system is completely replaced by political movements and even foodsecurity issues became a means of political struggle.With the relaxation of all walks of life forms of ownership and continuousadvancement of technology, Chinese catering industry and food processing industry hasachieved rapid development after the reform and opening up, however, Food safetyissues also began to appear. In order to cope with increasing problems of food safetyand sanitation, The govement began to restore and rebuild the food safety regulatorysystem. relevant laws and regulations have gradually been restored and revised.1993is a milestone of Chinese food safety regulatory reform, China promulgatedthe Law on Product Quality, then in1995, China promulgated and implemented theFood Sanitation Law, These laws established the Chinese current food safetysupervision and the legal system. The major issues which can be categorized into foodsafety control including the obscurity of responsibilities, the inefficiency of operationmechanism, the lack of comprehensive coordination agencies and the imperfection offood safety control regulation and law enforcement including power dissimilation andmultiple management, the poor condition of food safety control as well as thebackwardness of control methods and low social involvement. As for food safetycontrol system problem, in Food safety regulatory system building respect. TheGovernment need to take measures to solve the problem. Firstly, The governmentshould properly handle its relation with the market by recognizing its role in food safetycontrol and trying to perfect the law-making in this field. Secondly, The Governmentneed to improve the food safety regulations, To this end, Strengthen the supervision of food safety legislation, a clear government departments to determine their powers andresponsibilities and to establish a national uniform food safety standards. In Food safetyenforcement respect. Firstly, The Government need to strengthen food safetysupervision and supervision of law enforcement, to prevent the alienation of power. Theintroduction of external oversight mechanisms to prevent the alienation of theregulatory powers. Secondly, The Government need to introduct of modern methods offood safety supervision and establish atracking system and HACCP system of foodinformation to encourage organizations to participate in food safety supervision.
