| Protecting the legitimate rights and interests of staff and workers is the basic duty of trade unions. There is no doubt that the reform direction of the trade union is to become an trustworthy and reliable organization to truly represent and safeguard the interests of the masses of workers. However, due to the current specific social and historical conditions and environmental factors, at this stage, trade unions are most likely to be converted into the "servant" rather than the "representative" of workers’ interests. It is a relatively optimal strategic choice to regard the construction of service-typed trade union as the midway target of trade union reform. The essence of the constructing service-typed trade union is by reconstructing the organization structure and function of the trade union to better meet the demand of the growing service needs from staff members, as well as to prepare the premise condition and lay the necessary foundation for completely performing the function of trade unions to protect worker’s interests.This research paper analyzes and studies the service-typed trade union in the macro process of trade union reform and transformation, thinks that constructing service-typed trade union involves not only the shallow transition of the union service concept, service means and service attitude, but also the deep transformation of the trade union organization system, operation mechanism and working methods. This paper not only deals with how trade unions change the service concept, expand service areas, improve service methods and other content, but more focuses on discussing what degree of reform should be taken towards system mechanism and organizational structure of trade unions, what kind of system mechanism and organizational structure arrangement can be regarded as the guarantee, in order to promote trade unions to provide employees with satisfactory service.This paper mainly uses the method of documentation, references related literature on service-typed trade union and service-oriented government, attempts to draw up blueprints for service-typed trade union, does SWOT analysis towards the transition of Chinese trade unions to a service type, and points out the advantages and disadvantages, opportunities and challenges of Chinese trade union reform and transformation. Through combing and analyzing the exploration and experience of service-typed trade union construction, absorbing the nutrient of thought and beneficial results from trade union reform practice, this paper puts forward the operational details and steps of service-typed trade unions in China within the range allowed by existing system. |
